Greater Mongolian Empire

Based upon empires in Civ V. I bet you were expecting me to base this on ancient Mongolia and give them all of Eurasia. Well, that is what I was going to do. But I decided it to be more interesting if I based it on modern Pan-Mongolian concepts.
